This is an ongoing project. We have presented a paper to the CAA proposing that the condition on overflight of congested areas and assembles of persons be removed. We are waiting for a meeting to discuss the way forward.

Meanwhile the CAA has amended the ANO related to the VFR only condition on permit aeroplanes. This allows that when above 3000 ft, an aircraft flying clear of cloud and in sight of the surface will be considered to be VFR for airworthiness purposes. This means you are legal to fly within the limits of your licence.

Taking this further, a group being led by Mike Barnard is looking further at relief from the VFR condition. This has 2 aspects, the certification of a permit aeroplane for flight in IFR and the maintenance regime to ensure continued airworthiness. The group has decided to look at the second item first as it may be relevant to orphan aircraft transferring from a CofA to a permit to fly and it is possible to deal with it in isolation.
